Perhaps. Some people thrive in an environment with a defined mountain to climb while othes do not. I like to hire mountian climbers as my new business generators. They strive in a high pressure environment, have natural tendency to close and hate losing. I envision you as this type of person.

Why do you think people don't want to carry a quota or be burdened
with performance metrics? Fear of accountability?

If they are willing to carry a quota or burden based upon performance then I say yes. The key is managing resources appropriately against this goal. Some people like to climb mountians and others don't.
